Political Impotency: a major reason behind our failure to control terrorism.

        India is loosing lives of hundreds of our soldiers, innocent citizens and police officers in terrorist attacks. In fact number of policemen dying is  four times that of soldiers. So why we have failed to control terrorism in India? India is ranked 5th in the world in term of death due to terrorist attack.
Till the date, we have failed to control terrorism and our preparedness to major terror attack is very poor. India is second largest country in world in term of population with huge potential. Then why we failed? Answer is important as it can guide us to possible solution. The reason can be many but one that include most is lack of political will. Rather use of politics for personal gain only with no concern of national security at all. Many time government has taken decision despite knowing its dangers, just for vote bank politics. 

1) No Political will from successive Govt:
          Reaction of US after twin tower attack on 11 Sep 2001 has proven that no terrorist organization is immune to strong political will. They demolished Al Quida, the task that was looking impossible before 2001. Number of lives lost in terrorist attack in india is many times more than US but our government has mostly failed at political, diplomatic and technical level. We lost so many golden opportunity when world was with us.
         But, more unfortunate was communalization of anti-terrorism action to gain vote. Opposition of good anti-terrorism law was one of them, that I will describe later. Apart from that we have seen many instances when a terrorist dies in an encounter and rather then applauding them people, mainly politician and human right activist, have pointed finger towards cops. A well known Batla House encounter was one of them. In that two terrorist were killed and one brave police officer lost his life for nation, but many Congress and lately AAP leader shamelessly question intention of police. Its very painful that many people like Arvind Kejariwal use the word "innocent citizen" for the persons who ware proven to be terrorist after investigation by police as well as national human right commission.

"३० सप्टेम्बर २००८ को दिल्हीमें बॉम्ब ब्लास्ट हुए जिसमे ३० लोगो कि मृत्यु हुई और १०० घायल हुए, उसके १ हफ्ते बाद यानेकी १९ सप्टेम्बर २००८ को पुलिस ने दिल्ही के बटला हाउस एरिया में रेड कि और एनकाउंटर में इस बम ब्लास्ट में शामिल  आतिफ अमिन और मोहमद साजिद मरे गए और मोहमद सैफ और ज़ीशान पकड़े गए।  हमारे बहादुर पुलिस ऑफिसर श्री मोहनचंद शर्मा शहीद हुए. तब प्रशांत भूशनजी ने इस बहादुर पुलिस के साथ रह कर उस का होसला बढ़ने के  बजाय उस आंतकवादी कि फेवर कि. उसने पुलिस के सामने PIL दाखिलकी जिस को डेल्ही है कोर्टने २१ मई २००९ और नॅशनल ह्यूमन राइट कमीशन ने जुलाई २००९ में ख़ारिज कर दिया, अब भी केजरीवाल उस मरे हुए आंतकवादी केलिए रो रहे है देखिये इस विडिओ मे…।  यदि किसीने एनकाउंटर करके आंतकवादी को मारा है तो फिर उसकी नियत पर बार बार उंगली क्यों उठा रहे हो? थोड़े वोट के खातिर?  जो भी मरे गए वो सब आंतकवादी ही थे उसमे किसीको शक नहीं था यतो अब है. वो लोग दिल्ही, बेंगलुरु, अहमदाबाद और बॉम्बे में बम ब्लास्ट में इन्वॉल्व थे. फिर केजरीवालजी इसका बचाव क्यों कर रहे है, यदि वो मुस्लिम मतदाताको सुरक्षा का आस्वासन देना चाहते है फिर भी वो राष्ट्रकि सुरक्षा से ऊपर नहीं होना चाहिए।"

2) No strong law against it: 
          NDA govt under Shri AB Vajpeyee passed POTA (Prevention of Terrorism Act, 2002)  
with much difficulty and many compromise. It was also opposed by many political party
 as well as by many human right activists. POTA was one of the weakest antiterrorism law
 in the world. It was much less than what United Nations recommended in its resolution 1373. 
The law in other less vulnerable and human right conscious country is much stronger than POTA. 
        More unfortunate part of the story was removal of POTA by UPA govt despite warning by NSA(Mani Dixit) 
and other experts like Ajit Doval. Reason given by Congress was shocking, they said "you may
 be right(by telling that POTA is necessary for national security) but  removal of POTA is in our 
manifesto, so we have to remove the law" This was the hight of appeasement politics for vote bank.

 Better action would be to modify some controversial portion of POTA like more precise definition of 
terrorism, but absence of anti-terrorism law is very danger. It cripples police and intelligence and increase 
moral of terrorist  
            
3) Interference by Human right activist -one of the reason why no strong anti terrorist law is formed in India.
          When Ajamal Kasab was given death sentence, many human right activist opposed it. Reason given was that though Kasab is guilty, he can be given life imprisonment as any form of Death penalty is inhuman and barbaric. Question is what about Human rights of those innocent people died in 11/26 terror attack on Mumbai. And more importantly what about rights of person who may die if Kasab succeed to escape anytime in next 20-30 yrs of his life if given life imprisonment? He can also be cause of another Kandhar incident and manage to get free as like Hafiz Saeed.
         Sometimes, it seems that many of the so called intellectuals has huge ego and they just refuse to change over time. Their ego is sometimes above national security.
  " देशके ज्यादातर मुस्लिम नागरिक आंतकवादके विरूद्ध  है, और ज्यादातर हिन्दू नागरिक नक्सलवादके विरूद्ध है, और जो भी नागरिक आंतकवाद या नक्सलवाद के खिलाफ न हो वो देश के गद्दार है. कोई भी सच्चा भारतवासी किसीभी कारणसेभी इसका समर्थन नहीं कर सकता। ऐसे केस में आंतकवादी या नक्सलाइटके ह्यूमन राइट्सका सवाल नहीं आना चाहिए"
          
4) Negative role of media - communalisation of fight against terrorism by media. 
        Many media house are habitual of labeling any anti-terrorism action as anti-muslim. It has many impact in many ways. It
create atmosphere against any such law or action. It also create sense of discrimination and mistreatment to muslims of india. It looks silly to discus data about what percentage of criminals or terrorist are in prison are muslims. It logical that there will  be more muslim died in encounter against  terrorism. To relate this data to religious favor or disfavor is very danger. Duty of media is to create strong environment against terrorism, irrespective of religion.
